ALL CONCERN:

Western Concrete Co., Cadillac have filled in between the rails with cinders to the top of the rail, a portion of the track serving their plant.  Also at one point near the road crossing, they have poured a concrete slab.  As this is a potential derailment hazard, all train crews will make inspection of flange ways before making any moves over the filled in portion of the track and over the crossing.

Be governed accordingly.
